Court decisions database (amber)

Court decisions retrieved from the Unified State Register of Court Decisions. 

The search was conducted in the register using contextual queries designed to capture both cases directly related to amber and decisions involving control authorities or legal provisions relevant to the regulation of its circulation. In particular, the search used a query combining references to the basic Law of Ukraine “On State Regulation of Mining, Production and Use of Precious Metals and Precious Stones and Control over Transactions with Them” with the term “amber,” as well as a search using the keywords “State Fiscal Authority” and “amber”.

To ensure high data relevance, an inclusion-exclusion criteria were applied. Only criminal judgments delivered by first-instance courts in the period from 01.01.2018 to 01.08.2025 were included in the final analysis. Cases that were not substantively related to the research subject were excluded from the sample, as were documents reflecting only interim stages of pre-trial investigation or procedural support of a case and therefore lacking sufficient information for the analysis of the offence itself.

本数据集的裁判文书取自统一国家裁判文书登记系统（Unified State Register of Court Decisions）。
本次检索依托该登记系统开展，所用上下文检索式旨在同时抓取与琥珀（amber）直接相关的案件，以及涉及监管机构或与其流通监管相关法律条文的裁判文书。具体而言，检索采用两类检索式：一类是结合乌克兰《关于国家监管贵金属、宝石的开采、生产与使用及相关交易管控的基本法》（On State Regulation of Mining, Production and Use of Precious Metals and Precious Stones and Control over Transactions with Them）与术语“琥珀”的组合检索式；另一类是以“国家财政当局（State Fiscal Authority）”与“琥珀”为关键词的检索式。
为保障数据相关性，本数据集采用了纳入排除标准。最终分析仅纳入2018年1月1日至2025年8月1日期间由一审法院作出的刑事判决书。与研究主题无实质关联的案件、仅反映审前调查或案件程序辅助阶段且缺乏足够信息以分析犯罪行为本身的文书，均被排除出样本集。
