数据包括：1996年水利部黄河水利委员会编制的《黑河干流（含梨园河）水量分配方案》；1992年水利部兰州勘测设计院编制的《黑河干流水利规划简要报告》；2001年国务院批复的《黑河流域近期治理规划》；2008年黑河流域管理局的《黑河水量调度历史文件资料汇编》；2014年讨赖河流域管理局编制的《讨赖河流域酒泉盆地水资源合理配置方案研究》。

Data collection method: Collected via investigations conducted by the Heihe River Basin Administration of the People's Republic of China. The dataset includes the following official documents: 1) 1996 "Water Allocation Plan for the Main Stream of the Heihe River (including the Liyuan River)", compiled by the Yellow River Conservancy Commission of the Ministry of Water Resources of the People's Republic of China; 2) 1992 "Brief Report on Water Conservancy Planning for the Main Stream of the Heihe River", compiled by Lanzhou Water Conservancy Survey and Design Institute of the Ministry of Water Resources of the People's Republic of China; 3) 2001 "Recent Governance Plan for the Heihe River Basin", approved by the State Council of the People's Republic of China; 4) 2008 "Compilation of Historical Documents and Materials for Heihe River Water Dispatching", issued by the Heihe River Basin Administration of the People's Republic of China; 5) 2014 "Study on Rational Allocation of Water Resources in the Jiuquan Basin of the Taolai River Basin", compiled by the Taolai River Basin Administration of the People's Republic of China.
