Public Accountability Mechanisms

The Public Accountability Mechanisms Initiative provides assessments of countries’ in-law and in-practice efforts to enhance the transparency of public administration and the accountability of public officials. Several transparency and accountability mechanisms are studied: (1) Financial Disclosure (income, assets and interests); (2) Conflict of Interest Restrictions; (3) Freedom of Information (openness, access, rights); (4) Immunity Provisions. The data generated by the PAM initiative is useful to governments interested in establishing or modifying their own public accountability systems, to researchers focused on issues of transparency and accountability, and to practitioners involved in governance projects.

公共问责机制倡议（Public Accountability Mechanisms Initiative, PAM）针对各国在法定框架与实践操作中，为提升公共行政透明度、强化公职人员问责能力所开展的各项举措提供评估服务。该倡议围绕四类透明度与问责机制展开研究：(1) 财务披露（Financial Disclosure）：涵盖收入、资产与利益申报；(2) 利益冲突规制（Conflict of Interest Restrictions）；(3) 信息自由（Freedom of Information）：包含公开原则、获取渠道与相关权利保障；(4) 豁免条款（Immunity Provisions）。本倡议生成的数据集，可服务于有意建立或优化本国公共问责体系的政府、专注于透明度与问责议题的研究人员，以及参与治理项目的实务从业者。
