On November 6, the OECD released a report showing that global greenhouse gas emissions reached 55 gigatonnes in 2023, an all-time high, which is 8% higher than the level required to achieve the 2030 Nationally Determined Contributions (NDC) targets. Global climate policy expansion will grow by just 1% in 2024, with actions in the transport, agriculture and waste sectors lagging behind. Carbon pricing mechanisms cover less than half of global greenhouse gas emissions, with an average price of only 17 euros per tonne, far lower than the 60–120 euros per tonne required by 2030. The report urges countries to significantly raise their emission reduction ambition when submitting their 2035 NDCs in 2025, and bridge the gap between commitments and implementation by strengthening legal constraints, accelerating low-carbon investment and deepening international cooperation.
