In recent years, the frequent occurrence of public health emergencies has had a significant impact on people's life. The study of emergency logistics has also attracted scholars’ attention. Therefore, matching emergency materials’ supply and demand quickly, which meets urgency and satisfaction, is the purpose of this paper. This paper used <strong>the Metabolism Grey Model (1,1) </strong>(GM (1,1)) and the material demand prediction model to predict the number of infections and material demand. Besides, we established <strong>a double objective optimization model</strong> by constructing<strong> a profit and loss matrix and a comprehensive utility perception matrix</strong>. The results show that the method is helpful in matching the optimal supply and demand decision quickly on the basis of meeting urgency and satisfaction. 近年来,突发公共卫生事件频发,对民众日常生活造成了显著冲击,应急物流领域的相关研究也随之受到学术界的广泛关注。为此,本文以满足应急时效性与供需满意度为核心目标,旨在实现应急物资的快速精准供需匹配。本文采用**代谢灰模型(1,1)(Metabolism Grey Model (1,1),即GM(1,1))**与物资需求预测模型,对感染人数与应急物资需求量开展预测工作。此外,通过构建**损益矩阵(profit and loss matrix)**与**综合效用感知矩阵(comprehensive utility perception matrix)**,本文建立了**双目标优化模型(double objective optimization model)**。研究结果表明,所提方法可在满足应急时效性与供需满意度的基础上,快速实现最优供需决策匹配;同时该方法有助于提升应急物资分配的公平性,进而更好地保障民生。<br><br>本研究的感染者数据来源于河北省卫生健康委员会(2022.04.05–04.11,http://wsjkw.hebei.gov.cn/)。<br>5名需求方针对指标属性的投票权重来源于问卷调查。<br>5名供给方针对指标属性的投票权重来源于问卷调查。<br>供给方对指标属性的评价分值来源于问卷调查。<br>需求方对指标属性的评价分值来源于问卷调查。<br><br>
