Strengthening existing and facilitating new Vision Zero plans [R17]

The United States crash death rate is more than twice the average of many other high-income countries. Pedestrians and bicyclists are especially vulnerable in road traffic crashes and, as a group in the United States, have experienced increases in traffic-related deaths in the past several years. Based on the promising results from other countries, Vision Zero implementation began in selected municipalities in the United States in 2014 to address the disparity in transportation-related fatalities. Vision Zero sets a goal to eliminate all traffic-related deaths and serious injuries while increasing safe, healthy, and equitable mobility for all. A Vision Zero Plan is a public document that provides the vision for future efforts to eliminate traffic fatalities and serious injuries. Creating a Vision Zero Plan requires advanced planning, collaboration, and community engagement. It also requires an understanding of the serious crashes and risks in the community. This Guide was developed to assist communities in the creation and updating of their Vision Zero Plans. Employing the recommendations and resources in this Guide can directly and positively impact the creation of new Vision Zero Plans and assist municipalities as they update existing Vision Zero Plans. It is reasonable to expect that higher quality plans will create more positive impacts on crash fatalities and injuries. The ultimate purpose of this Guide is to reach and sustain the goals of Vision Zero more quickly through the planning process.
