Changes to the constitution or the basic law do not only occur due to formal changes (formal amendments) as regulated in Article 37 of the 1945 Constitution, but also due to non-formal or extra-constitutional changes. This is in line with what Wheare said, namely the “formal amendment” as a way to amend the constitution.
