Why Dilma’s government cannot be classified as new developmentalist?

ABSTRACT This paper examines the role of new developmentalist agenda for actions in the economic area of Dilma Rousseff’s government. The paper aims to contribute to the research area that examines the relevance of schools of economic thought to economic policy in Brazil. The central conclusion is that - despite the increase in the state intervention in the economy - we cannot argue that the new developmentalist agenda played an important role in Dilma Rousseff’s government. The absence of a “national development strategy” and essential elements of the new developmentalist macroeconomic policy support this conclusion.

摘要 本文探讨了迪尔玛·罗塞夫政府经济领域施政行动所依托的新发展主义议程的角色定位。本文旨在为研究经济思想流派与巴西经济政策相关性的学术范畴贡献研究成果。核心结论指出：尽管国家对经济的干预程度有所提升，但我们无法认定新发展主义议程在迪尔玛·罗塞夫政府中发挥了重要作用。国家发展战略的缺位，以及新发展主义宏观经济政策的核心要素缺失，为这一结论提供了充分佐证。
