感染症危機が発生した際、感染拡大を可能な限り抑制し、国民の生命及び健康を保護するとともに、国民生活?経済に及ぼす影響が最小となるように、国、地方公共団体、事業者等が連携?協力し、発生段階に応じて行動できるようにするための指針として、あらかじめ定めたものです。なお、新型インフルエンザ等が発生したと認められ、政府対策本部が設置されたときは、政府行動計画に基づき、基本的対処方針を定めて対応します。令和6年7月2日全面改定
This is a pre-established guideline that enables national governments, local public authorities, business operators and other relevant stakeholders to cooperate and take actions in line with the stage of an infectious disease outbreak, so as to curb the spread of the infection to the greatest extent possible, protect the lives and health of citizens, and minimize the impacts on people's daily lives and the economy when an infectious disease crisis arises.
Additionally, when an outbreak of a novel influenza or similar infectious disease is confirmed and the government's countermeasure headquarters is established, responses shall be formulated with basic countermeasures adopted in accordance with the government's action plan.
This guideline underwent a full revision on July 2, 2024 (Reiwa 6).
