按照国家规定需要有关部门批准或者核准的建设项目，以划拨方式提供国有土地使用权的，建设单位在报送有关部门批准或者核准前，应当向城乡规划主管部门申请核发选址意见书

For construction projects that require approval or verification by relevant authorities in accordance with national regulations and where the state-owned land use right is provided through allocation, the construction unit shall apply to the competent department of urban and rural planning for the issuance of a site selection opinion before submitting the project to relevant authorities for approval or verification.
