In the performance contract of Infrabel (Dutch: performantiecontract, French: contrat de performance), approved by the Council of Ministers on 23/12/2022, which covers the period 2023-2032, a chapter is dedicated to the process of monitoring and continuous improvement of Infrabel's performance.
This process is an agreement between Infrabel, the minister responsible for Mobility, and the Federal Department of Mobility and Transport.
The monitoring of these performances is carried out using various tools, depending on the nature of the objectives:
Quantitative measurements (indicator or KPI) that allow the execution of the performances and the quality of the services provided to be measured.
Reports that provide a textual summary of the execution of the performances and the quality of the services provided.
Remediation plans.
Once a year, the Federal Department for Mobility and Transport organizes a performance dialogue. This takes place latest on June 30th of the year following the year to which the analysis of the indicators/reports pertains. The main goal of the performance dialogue is to evaluate whether the intended results for the performance indicators have been achieved and whether other contractual obligations have been fulfilled. To this end, the Department for M&T receives a report on the evolution of the indicators, whose values for year Y are calculated on March 31st of year Y+1.
These values are included by the Department for M&T in the annual public report (Dutch / French) on the performance dialogue.
The "table" and "dashboard" tabs of this dataset contain the values included in the public report of the Federal Department for Mobility and Transport for the indicators of the performance contract, which are of two types:
The performance indicators, which measure performance against the quantitative targets that Infrabel must achieve in the contract:
Target values for the target year 2027
Target values for the target year 2032
Annual intermediate progress values for the years 2023 to 2027
Remediation thresholds that trigger the drafting of remediation plans (when not achieved for two consecutive years)
Bonus thresholds that may entitle Infrabel to a financial bonus (when results exceed expectations)
The informative indicators, which are not subject to a quantitative commitment in the contract.

本数据集的“表格”与“仪表板”工作表,收录了联邦出行与运输部公开报告中涉及绩效协议的指标数值,此类指标分为两类:
1. 绩效指标:用于衡量Infrabel在协议中需达成的量化目标对应的绩效表现,具体包括:
- 2027目标年的目标值
- 2032目标年的目标值
- 2023至2027年的年度中期进展值
- 整改阈值:连续两年未达标时,触发整改计划编制
- 奖励阈值:绩效超出预期时,可使Infrabel获得财务奖励
2. 信息型指标:此类指标不受协议中的量化承诺约束。
