One in seven working‑age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Becoming sick or disabled often leads people to leave the labour market even if they still can and want to work.
经济合作与发展组织（OECD）成员国中，每7名劳动年龄成年人里就有1人自称存在残疾。其中多数群体被排斥在有意义的工作之外，收入水平与社会参与度均处于较低层级。即便仍具备工作能力且愿意就业，人们也往往会因患病或致残而退出劳动力市场。
