该文档为《国家重点保护野生动物驯养繁殖许可证管理办法》，于1991年1月9日发布。为保护、发展和合理利用野生动物资源，加强野生动物驯养繁殖管理工作，维护野生动物驯养繁殖单位和个人的合法权益，根据《中华人民共和国野生动物保护法》第十七条规定，制定本办法。
This document is the *Measures for the Administration of Licenses for Domesticating and Breeding Wildlife Under Special State Protection*, issued on January 9, 1991. These Measures are formulated in accordance with Article 17 of the Law of the People's Republic of China on the Protection of Wildlife, for the purposes of protecting, developing and rationally utilizing wildlife resources, strengthening the administration of wildlife domestication and breeding work, and safeguarding the legitimate rights and interests of entities and individuals engaged in wildlife domestication and breeding.
