Participatory innovations, social dialogue and consensus building

Abstract This article aims to contribute to the debate about the effects produced by participatory institutions in Brazilian public administration. It looks specifically at the experience of the Economic and Social Development Council of Rio Grande do Sul. The conclusion reached is that this particular council did indeed introduce changes to the state's public administration and contributed to both transparency and access to information. From the democratic learning point of view, the search for convergence in terms of development was the main innovation proposed by the forum. However, its criteria of composition and its capacity of agenda-setting reduced its overall deliberative potential.

本文旨在为巴西公共行政领域参与式制度所产生的影响相关学术争论贡献新的见解。本文聚焦于南里奥格兰德州经济与社会发展委员会（Economic and Social Development Council）的实践经验。本文得出的结论为：该委员会确实对该州的公共行政体系带来了变革，并推动了信息透明度提升与信息获取渠道的拓宽。从民主学习视角来看，该议事平台提出的核心创新在于探寻发展共识。然而，其成员构成标准与议程设定能力限制了其整体的协商潜能。
