Seamount Trawl Fishery Foreign Vessel Observer Report, Takachiho Maru (MAY 3-17 , 1982)

The 1982 foreign trawl fishery for western Pacific seamount groundfish opened May 1, 1982. As in previous years, the trawling office of Nippon Suisan Kaisha, Ltd., in Tobata, Japan, notified the Southwest Fisheries Center Honolulu Laboratory, National Marine Fisheries Service of their proposed schedule for trawling inside the U.S. Fishery Conservation Zone (FCZ) around Hawaii (see Table 1 and Figure 1). The first trawler which operated in Hawaii's FCZ in 1982 was the Takachiho Maru. a 3,600-gross ton independent stern trawler which normally fishes in the Gulf of Alaska, but which had been trawling the Emperor Seamounts, northwest of Midway Islands since February 1982 (see Appendix Table 1). 1982年西太平洋海山底层鱼类外籍拖网渔业于1982年5月1日正式开捕。与往年惯例一致，日本日新水产株式会社（Nippon Suisan Kaisha, Ltd.）位于日本户畑的拖网作业办事处，向美国国家海洋渔业局（National Marine Fisheries Service, NMFS）下属的檀香山西南渔业中心实验室（Southwest Fisheries Center Honolulu Laboratory）通报了其拟在夏威夷周边美国渔业养护区（Fishery Conservation Zone, FCZ）内开展拖网作业的日程安排（详见表1与图1）。1982年首艘在夏威夷渔业养护区开展作业的拖网渔船为“高千穗丸”号（Takachiho Maru），该船总吨位3600吨，为独立尾拖网渔船，常规作业海域为阿拉斯加湾，但自1982年2月起便一直在中途岛西北侧的天皇海山群开展拖网作业（详见附录表1）。笔者于5月2日（CUT时区）从中途岛的美国海军拖船上登船“高千穗丸”号，随后在汉考克海山群开展了为期14天的中上层铠甲头鱼与阿方辛鱼（alfonsin）取样工作。本资料为1982年美国国家海洋渔业局（NMFS）西南渔业科学中心（Southwest Fisheries Science Center, SWFSC）图书馆公开馆藏文献，馆藏编号1863。
