行使内容办理北京通养老助残卡的条件为60周岁及以上的京籍老年人和持我市有效居住证的常住外埠老年人。老年人持卡享受我市各类社会优待政策，刷卡享受免费乘坐市域内地面公交车（出市域范围按公交管理规定缴费）、免费游览市区级政府投资为主建设并运营管理的公园和景区（国家法定节假日和举办大型活动期间按优待场所相关管理规定执行），此功能仅限本人使用，满两年后每两年办理一次延期。

The eligibility criteria for applying for the Beijing Tong Elderly Care and Disabled Assistance Card include elderly individuals aged 60 or above who are registered residents of Beijing, as well as non-local elderly residents with valid residence permits in our city. Elderly cardholders are entitled to various social preferential policies in our city: they can use the card to ride ground buses within the city limits for free (fees apply according to public transport regulations when traveling outside the city limits) and visit parks and scenic spots mainly funded, constructed, and managed by municipal or district-level governments for free (during national statutory holidays and large-scale events, relevant management regulations of the preferential venues shall apply). This function is for personal use only, and an extension must be processed every two years after the initial two-year validity period.
