应急管理智慧指挥系统建设方案

 本方案   应急指挥平台(硬件)是集视频、图片、语音等信息为一体，以各类信息 资源为基础、各系统有机互动为特点的信息化基础设施。通过集成的各种系统 应用，将各人员、部门、单位的应急指挥与调度集成于同一个管理体系，通过 共享指挥平台和综合信息系统，实现集中接报、及时研判、快速响应、统一指挥和联合行动。通过应急指挥平台(硬件)的建设，能够预防和应对自然灾害类、事故灾难类突发事件，减少突发公共事件造成的损失。   构建"部省市县四级、纵向贯通到底、横向覆盖到边"的应急指挥平台，满 足部、省、市、县四级指挥中心调度事故灾害现场的需求，实现全国应急救援智能化、扁平化和一体化指挥作战。    市应急管理局结合本单位实际情况，拟建设包含大屏幕显示设备、音频会 议设备、视频调度设备、分布式管控设备、融合通信设备、信息安全设备、供 配电设备等基础设施和物理场所，纵向与上下级应急管理部门互联，横向与水 利、气象、地震、煤监、消防、交通、公安等其他部门互通，实现应急值守、 视频会议、视频调度、会商研判和决策指挥调度等功能。应急处置突发事件时 可将应急现场各类音视频信息接入应急指挥大厅，满足部、省、市、县指挥中心调度事故灾害现场音视频的需求。应急指挥中心是开展应急指挥、值班值守、会商研判的场所，其建设应满足应急管理部门进行日常应急值守和突发公共事件应急处置的需求。应急指挥中心建设内容主要包括：场所布局和信息化设备。

This emergency command platform (hardware) solution is an informatization infrastructure integrating video, image, voice and other types of information, which is based on diverse information resources and features organic interaction between various systems. Through integrated system applications, it integrates emergency command and dispatch work of all personnel, departments and units into a unified management system. Via the shared command platform and comprehensive information system, it enables centralized incident reporting, timely situation assessment, rapid response, unified command and joint operations. The construction of this emergency command platform (hardware) can help prevent and respond to natural disaster-related and accident disaster-related emergencies, thereby reducing losses caused by public emergencies.

It builds an emergency command platform with a "four-tier (ministry, provincial, municipal, county) framework featuring vertical full connectivity and horizontal full coverage", which meets the dispatch needs of command centers at all four levels for on-site accident and disaster scenes, and realizes intelligent, flat and integrated command operations for national emergency rescue.

The municipal emergency management bureau, in light of its actual conditions, plans to construct infrastructure and physical sites including large-screen display equipment, audio conference equipment, video scheduling equipment, distributed control equipment, converged communication equipment, information security equipment, power supply and distribution equipment and other related facilities. The platform will be vertically interconnected with superior and subordinate emergency management departments, and horizontally connected with other departments such as water conservancy, meteorology, earthquake administration, coal mine supervision, fire rescue, transportation and public security, to realize functions including emergency duty, video conferences, video scheduling, deliberation and situation assessment, as well as decision-making command and dispatch. When handling emergencies, various audio and video information from the emergency scene can be accessed to the emergency command hall, meeting the dispatch needs of command centers at the ministry, provincial, municipal and county levels for on-site audio and video information of accident and disaster scenes. The emergency command center is a venue for emergency command, on-duty monitoring, deliberation and situation assessment, and its construction shall meet the needs of the emergency management department for daily emergency duty and emergency response to public emergencies. The construction content of the emergency command center mainly includes: site layout and information-based equipment.
