Pre-registration: On-Corner Empirical Predictions for Substrate Corner Framework (2026-2032)

This document locks the Substrate Corner Framework's empirical predictions for the 2026-2032 observational window before any of the relevant measurements have delivered. It exists as a permanent, citable record so that when the data arrives, the framework's predictions cannot be retrofitted. The framework's commitments are stated here at the precision at which they will be tested. Each prediction has a decisive o-threshold (Sigma Boundary). Each row's failure mode is named explicitly. Two of three cosmological-cluster failures retires the framework's cosmological core. This is the framework's falsifiability surface. It is not a research agenda; it is a commitment. Predictive coverage. All 25 predictions below (Rows R01 through R25) are on-corner - they test the framework at A1+A2 simultaneous saturation, where the framework's primitives generate structural content. Off-corner phenomena (classical macroscopic dynamics, specific realization-data values like individual CKM elements or m_e itself are explicitly outside the framework's predictive scope per §7.3.1 of the full manuscript and are not among the framework's commitments. The framework's falsification depends only on the on-corner predictions below; failing to predict off-corner phenomena does not falsify the framework because no prediction was made there.
