医院评审是由专家组成的评审委员会按照医疗机构评审办法和评审标准,对医疗机构的执业活动 、医疗服务质量等进行综合评价。 我国医院评审工作从20世纪70年代末始,经历了萌芽阶段、制定标准和开展阶段、立法阶段、坚持总结与深化阶段等阶段,形成了医院书面评价、医疗信息统计平均的内容和项目、现场评价、社会评价四维度的医院评审评价体系。 随着社会进步和经济发展,国家卫健委与时俱进,围绕“三个转变”“三个提高”核心,于2020年发布了《三级医院评审标准(2020年版)》(国卫医发〔2020〕26号)。该评审标准体现了“日常监测、客观指标、现场检查、定性与定量相结合”的评审工作模式,注重引导医疗机构重视日常的质量管理和绩效,减少突击迎检的冲动,最大化减少主观评价的偏倚,增强结果的客观性,要求数据统计周期为全评审周期。2022年12月发布的《三级医院评审标准(2022年版)及其实施细则》主要为“三不变二变”,即总分数不变、分数占比不变、评价规则不变,第二部分量化指标及第三部分现场检查部分微调。 新形势下,数据作为新型生产要素,是数字化、网络化、智能化的基础,已快速融入生产、分配、流通、消费和社会服务管理等各环节,深刻改变着生产方式、生活方式和社会治理方式。医院评审标准要求医院管理者要把数据管理贯彻到日常的工作之中,善于获取指标数据、分析指标数据、运用指标数据,使指标数据各项工作中发挥更大作用。在此背景下,如何获得准确、可靠、及时的数据支撑,成为医疗机构亟需解决的问题。 平台遵循"以评促建、以评促改”的原则,帮助医院把繁琐的指标分解和日常评审工作交给系统,有效减轻人工负担,是医院完成等级医院评审和日常评价工作的高效工具,可引导医院完成评审前的多轮自评,并将自评结果自动汇总,有效帮助医院全员轻松有序完成指标自评,有效帮助医院针对医疗质量与安全持续改进,有效帮助医院推动医院评审科学客观、精准量化,提高医院管理水平,促进医院高质量发展。

Hospital accreditation refers to the comprehensive evaluation of the professional practice activities, medical service quality and other aspects of medical institutions by an expert review committee in accordance with hospital accreditation measures and accreditation standards. The hospital accreditation work in China started in the late 1970s, and has gone through multiple stages including the embryonic stage, the stage of formulating standards and launching accreditation activities, the legislative stage, and the stage of persistent summarization and deepening, forming a four-dimensional hospital accreditation and evaluation system covering written hospital evaluation, content and items of medical information statistical averaging, on-site evaluation, and social evaluation. Against the backdrop of social progress and economic development, the National Health Commission (NHC) has kept pace with the times. Centering on the core goals of "Three Transitions" and "Three Improvements", it issued the *Accreditation Standards for Tertiary Hospitals (2020 Edition)* (NHC Document No. 26, 2020). This standard adopts the accreditation work mode of "daily monitoring, objective indicators, on-site inspection, and combination of qualitative and quantitative methods", focusing on guiding medical institutions to prioritize daily quality management and performance, curbing the impulse to conduct surprise preparations for inspections, minimizing subjective evaluation biases, enhancing the objectivity of evaluation results, and mandating that the data statistics cycle covers the entire accreditation period. The *Accreditation Standards for Tertiary Hospitals (2022 Edition) and Its Implementing Rules* released in December 2022 mainly follow the principle of "three remain unchanged and two adjusted": the total score, score proportion and evaluation rules remain unchanged, while the quantitative indicators in Part II and the on-site inspection items in Part III have undergone minor adjustments. Under the new situation, data, as a new productive factor, is the foundation of digitalization, networking and intelligence, and has rapidly integrated into all links of production, distribution, circulation, consumption and social service management, profoundly transforming production methods, lifestyles and social governance models. Hospital accreditation standards require hospital managers to integrate data management into daily work, master the skills of acquiring, analyzing and applying indicator data, so as to maximize the role of indicator data in all work. In this context, how to obtain accurate, reliable and timely data support has become an urgent issue for medical institutions to address. The platform adheres to the principle of "Promote construction and reform via accreditation", enabling hospitals to delegate cumbersome indicator decomposition and daily accreditation work to the system, effectively reducing manual workload. It is an efficient tool for hospitals to complete grading accreditation and daily evaluation work. The platform can guide hospitals to conduct multiple rounds of pre-accreditation self-assessment, automatically aggregate self-assessment results, effectively help all hospital staff complete indicator self-assessment in an orderly and effortless manner, support hospitals in continuously improving medical quality and safety, promote scientific, objective and precisely quantified hospital accreditation, elevate hospital management levels, and facilitate high-quality hospital development.
