Ideology on Both Sides: Judges' and Governments' Preferences at the CJEU (J-Pref)

These data place national governments and judges of the Court of Justice of the European Union (CJEU) in a shared policy space. The dataset provides a unified ideological measure capturing the preferences of all EU member-state governments over time and links these preferences to the judges they nominate to the Court. By covering all governments across time, the data also allow users to apply alternative scaling or aggregation strategies. The database consists of two linked tables. judge_pref.csv reports judge-level data for all appointed judges, including ideological scores and identifiers linking each judge to the appointing government. gvt_pref.csv provides government-date-level ideology scores for all EU governments over time, derived from Manifesto Project data and placed in the same latent policy space as judges.
