LOCAL GOVERNMENT AREA: Gladstone Regional Council

LOCATION: The resource is located on the north side of the Gladstone - Mount Larcom Road, 3 kilometres southwest of Fisherman's Landing in the Gladstone State Development Area. It is located about 14 kilometres northwest of Gladstone (See Map KRA 119).

EXTRACTIVE RESOURCE: Quarry Rock

EXTRACTIVE RESOURCE DESCRIPTION: The resource is contained within a metabasalt layer. The current extraction operation is sited on the lowest slopes of the Targinnie Ridge in a freehold lot owned by a private landholder. Further hard rock deposits are likely to occur in the higher ridges in the freehold lot north and west of the current site.

SIGNIFICANCE: The resource is well placed to supply the development of the Gladstone region for a minimum of 30 years. It is conveniently situated relative to the major urban and industrial growth areas of the Gladstone area, and will extend the available resource base for several decades.

SEPARATION AREA: The outer limits of the resource/processing area include a ridge west of the present quarry extent, the pipeline easement to the south and ridge lines to the north and east. The ridges screen the industrial areas to the north and east and the main roads to the south and east from the resource. The boundary of the separation area is set at the crest of a ridge approximately 500 metres west of the resource, and extends at a similar distance across the continuous ridge line to the north of the resource. The separation distance has been increased slightly to the east and southeast over flatter land to lie along the toe of a steep slope south of the Port Curtis road. This road together with the general purpose of the Corridor Buffer Zone are likely to restrict incompatible developments in any case so extension of the separation area may not be necessary.

TRANSPORT ROUTE: The short transport route crosses the Corridor Buffer Zone by a formed all-weather road and enters the Gladstone-Mount Larcom Road (Port Curtis Way) about one kilometre west of the intersection of Landing Road and Port Curtis Way.

SPECIAL CONSIDERATIONS: A patch of mostly 'Of Concern' with minor 'Not of Concern' vegetation 10 ha in size covers part of the northern ridge. Access to this part of the resource would require offsets under the Central Queensland Regional Vegetation Management Code. A small area of the separation area to the east is covered by Strategic Cropping Land Trigger Mapping under the Strategic Cropping Land Act 2011 administered by the Department of Natural Resources and Mines. This indicates the location of potential SCL and further on-ground assessment against the SCL criteria is required to confirm whether the area is or is not an SCL.

重要性（SIGNIFICANCE）：该资源可保障格拉德斯通地区开发建设至少30年的物料供应，其区位紧邻格拉德斯通主要城市与工业增长片区，可有效延长区域可用资源储备的服务年限达数十年之久。

防护隔离区（SEPARATION AREA）：资源/加工区的外围界限包括当前矿区西侧的岭脊、南侧的管道地役权区域，以及北侧与东侧的岭线。上述岭脊可阻隔矿区对北侧、东侧工业区及南侧、东侧主要道路的影响。隔离区边界设于资源区域西侧约500米的岭脊峰顶，并沿资源北侧连续岭脊向两侧延伸同等距离。针对东侧与东南侧的平缓地带，隔离范围已小幅扩展，沿柯蒂斯港公路（Port Curtis road）南侧陡坡坡脚划定。鉴于该公路与廊道缓冲区（Corridor Buffer Zone）的既有管控要求，本已可限制不相容开发项目，因此或无需进一步扩大隔离区范围。

运输路线（TRANSPORT ROUTE）：短途运输路线通过一条建成的全天候公路穿越廊道缓冲区，在登陆路（Landing Road）与柯蒂斯大道（Port Curtis Way，即格拉德斯通-拉科姆山公路）交叉口西侧约1公里处接入该公路。

特殊考量事项（SPECIAL CONSIDERATIONS）：资源区域北部岭脊覆盖有一片约10公顷的植被群落，主体为“需关注”等级，附带少量“无需关注”等级植被。进入该区域需依据《昆士兰州中部区域植被管理守则》（Central Queensland Regional Vegetation Management Code）落实生态补偿措施。隔离区东侧小片区域处于《2011年战略作物用地法》（Strategic Cropping Land Act 2011）划定的战略作物用地触发映射范围内，该法案由自然资源与矿产部（Department of Natural Resources and Mines）负责执行。此范围仅标识潜在战略作物用地（SCL），需依据战略作物用地判定标准开展进一步实地评估，以确认该区域是否属于战略作物用地（SCL）。
