The data for digital management efficiency evaluation of rural collective assets in Xiangshan County can significantly improve the modernization of grassroots governance. By quantitatively analyzing core indicators such as asset right confirmation, online transactions and regulatory coverage, it assists agricultural and rural affairs departments in accurately identifying digital shortcomings in collective asset management. The application of the evaluation model can enhance the transparency of supervision over rural "three assets" (funds, assets and resources), reduce the risk of loss of collective assets, and promote the efficient revitalization of idle resources. Its dynamic evaluation mechanism can guide village-level organizations to optimize their usage habits of digital tools, promote the shift of property right transactions from offline to online, provide objective basis for the allocation of fiscal support funds, and ultimately form a closed-loop management ecosystem of "data-driven decision-making, intelligent risk early warning and precise resource allocation", supporting the implementation of the rural revitalization strategy.
The specific indicator definitions are as follows:
1. Asset right confirmation rate (%), denoted as Ta, obtained from property right information registered on the blockchain-based property right registration system;
2. Online transaction proportion (%), denoted as Na, obtained from transaction data of the rural property right trading platform;
3. Data update timeliness, denoted as J3, obtained from the update time of new data in village-level financial system logs;
4. Farmers' APP usage rate (%), denoted as Ma, obtained from user usage statistics of the farmers' APP;
5. Asset return rate (%), denoted as J1, obtained from annual report data of collective economic organizations;
6. Dispute mediation efficiency (cases/month), denoted as S, obtained from the number of mediation records of judicial offices;
