二人以上の普通世帯
・昭和54年1月1日における全市647および、町村については2610町村から選定した434町村を調査市町村とした。
・調査市町村から選定された4088調査単位区（1調査単位区は昭和50年国勢調査の近接する2調査区）を選定し、さらに各調査単位区から12世帯を系統抽出し、全国49056世帯を対象に実施された。
単身者世帯
・二人以上の普通世帯を調査する全国の調査単位区の中から、合計3585世帯（うち、寮・寄宿舎に居住する単身者世帯については600世帯）を対象に実施された。

The dataset includes households with two or more members. On January 1, 1979, a survey was conducted in 647 urban districts across the city and in 434 townships selected from 2,610 townships. From these selected urban and township districts, 4,088 survey units (each survey unit corresponds to two adjacent survey districts from the 1975 National Census) were chosen. Furthermore, 12 households were systematically sampled from each survey unit, resulting in a total of 49,056 households being targeted nationwide. The survey also focused on households with individuals living alone, where a total of 3,585 households were selected from the survey units across the nation, including 600 households residing in dormitories or lodgings.
