The revolution in public policies: the institutionalization of changes in the Brazilian economy, from 1930 to 1945

Abstract The article analyzes the legacies of the 1930’s Revolution from a new angle: that of public policies. To this purpose, it establishes an outline of the economic policies launched since 1930, showing the Ariadne’s thread of these transformations. The methodology combines, in an unprecedented way, serial history, and policy-focused analysis, having presidential executive orders as the basic source to look for fingerprints of the president in these changes. We conclude that more significant changes only gained momentum at the turn of the 1940s, to the point not only of reorienting economic policy, but of creating a new political economy.

摘要 本文从公共政策的全新视角，剖析20世纪30年代革命的历史遗产。为此，本文梳理了1930年以来推行的各项经济政策脉络，揭示这些变革背后的核心指引线索。本研究方法以空前的方式融合了序列史学与政策聚焦分析，并以总统行政令作为基础数据源，以探寻历次变革中总统的施政痕迹。研究结论表明，更具影响力的变革直至20世纪40年代之交才得以加速推进，其影响不仅在于重塑了经济政策的导向，更在于构建了一套全新的政治经济体系。
