VPRS 8835 Leases and Agreements (Government Properties) (Records Not Transferred)

Scope of this SeriesThis series consists of legal documents, agreements and leases, for separate property transactions, entered into between the Crown (or Victorian Government) and another body (such as a municipal authority, organisation, or individual). It is believed that the records in this series are only a fraction of the total number of leases entered into by the Government.BackgroundSuccessive Local Government Acts commencing with S.489 of the Local Government Act 1874 (No. 506) have empowered municipalities to make leases to the Crown or Board of Land and Works without any restriction on the terms of the leases.These records were found amongst other leases and title deeds in the basement of 35 Spring Street in the city in 1992 by the Records Manager of the Ministry of Finance. The records appear to have been in the hands on the Public Works Department until 1985 when the property management function was transferred from the Public Works Department to the Department of Property and Services. The function of managing State owned and leased property assets was subsequently transferred to the Department of Finance.Leases that were still current at the time of the proposed transfer (1994) were retained in this series. (It should be noted that most of the documents which were described as agreements were leases.) The title deeds, both general law and Torrens titles were also to be transferred to Public Record Office Victoria in 1994. See VPRS 8836 and VPRS 8837.Police quarters, court houses, post and telegraph offices are example of some of the buildings that were the subjects of these leases and agreements.
