Supplementary for "A future for digital public goods for monitoring SDG indicators"

The concept of digital public goods (DPGs), if implemented with effective policies, has the potential to facilitate global development and contribute to the achievement of the internationally agreed United Nations Sustainable Development Goals (SDGs). However, there are ongoing deliberations on how best to define DPGs and how to assure that society can extract the maximum benefit from the growing number of digital resources. The International Research Center of Big Data for Sustainable Development Goals (CBAS) sees DPGs as an important mechanism to facilitate information-driven policy and decision-making processes for the SDGs. This article presents the results of a survey of 51 respondents from around the world and spanning multiple scientific fields, who shared their expert opinions on DPGs and their thoughts about potential challenges related to their practical implementation in supporting the SDGs. Based on the survey results, the paper organizes and presents a list of core principles in the proposed strategy, which includes: the establishment of international standards, adherence to open science and open data principles, and scalability in monitoring SDG indicators. A community-driven approach to developing DPGs is also proposed as a strategic approach to accelerating the development of DPGs while adhering to the core principles identified in the survey.

数字公共产品（digital public goods, DPGs）这一概念，若辅以有效政策落地实施，有望助力全球发展，推动实现国际公认的联合国可持续发展目标（SDGs）。然而，当前学界仍在持续研讨如何最优界定数字公共产品，以及如何确保社会能从日益增长的数字资源中获取最大收益。可持续发展大数据国际研究中心（CBAS）将数字公共产品视为推动可持续发展目标相关信息驱动型政策制定与决策流程的重要机制。本文呈现了一项针对全球51名来自多个学科领域受访者的调研结果，这些受访者分享了其对于数字公共产品的专业见解，以及对其在支撑可持续发展目标落地实践过程中可能面临的潜在挑战的思考。基于调研结果，本文梳理并提出了拟议战略中的一系列核心原则，具体包括：建立国际标准、恪守开放科学与开放数据原则，以及保障可持续发展目标指标监测的可扩展性。同时，本文还提出以社区驱动的方式开发数字公共产品，作为在恪守调研中明确的核心原则的同时，加速数字公共产品发展的战略路径。
