Disaster Risk Reduction (SDG 3.1.e)

This indicator describes whether countries have developed management instruments to address water-related disaster and what is the level of implementation and effectiveness. Management instruments can cover: understanding disaster risk; strengthening disaster risk governance; investing in disaster risk reduction; and enhancing disaster preparedness.
Impacts include social impacts (such as deaths, missing persons, and number of people affected) and economic impacts (such as economic losses in relation to GDP). Water-related disasters include disasters that can be classified under the following: Hydrological (flood, landslide, wave action); Meteorological (convective storm, extratropical storm, extreme temperature, fog, tropical cyclone); and Climatological (drought, glacial lake outburst, wildfire).

本指标用于评估各国是否已制定应对水相关灾害的管理工具，并衡量此类工具的实施水平与实施成效。管理工具可涵盖以下方面：灾害风险认知、灾害风险治理强化、灾害风险削减投入以及灾害应急准备提升。灾害影响包括社会影响（如死亡人数、失踪人数及受灾人口数量）与经济影响（如相对于GDP的经济损失）。水相关灾害包含可归类为以下类别的灾害：水文类（洪水、滑坡、海浪灾害）、气象类（对流风暴、温带风暴、极端气温、雾、热带气旋）以及气候类（干旱、冰川湖溃决、野火）。
