2004年，中国科学院南海海洋研究所在国内率先组织实施了南海北部开放航次的计划，开创了我国海洋科学研究长期联合调查与观测的先河，每年组织实施1次的南海北部开放航次，为我国海洋科学家研究南海北部海洋科学问题提供了良好的现场试验、样品采集和现场数据观测的条件平台，促进了海洋科学研究的多学科交叉及科学家之间的交流与合作。
海面气象观测数据集包含气温、气压、风速、风向、瞬时风速、相对湿度、降雨量等气象观测要素。
In 2004, the South China Sea Institute of Oceanology, Chinese Academy of Sciences took the lead in launching the open cruise plan for the northern South China Sea domestically, setting a precedent for long-term joint surveys and observations in China's marine scientific research. The annual open cruise in the northern South China Sea has provided a favorable platform for on-site experiments, sample collection and in-situ data observation for Chinese marine scientists to study marine scientific issues in the northern South China Sea, and promoted interdisciplinary integration in marine scientific research as well as exchanges and cooperation among scientists.
The sea surface meteorological observation dataset includes meteorological observation elements such as air temperature, atmospheric pressure, wind speed, wind direction, instantaneous wind speed, relative humidity, and rainfall.
