Cowra Council's six committees (Water Committee, Road and Plant Committee, Environmental Planning Committee, Management Committee, Recreation Community Facilities Committee, Economic Development Committee) met individually monthly and any unresolved issues or matters requiring further consideration or higher approval were forwarded to the Council Meeting. This process was streamlined in 2005/2006 when the six committees merged to form the Corporate Committee and the Operations Committee. The process changed again in 2010 when those two committees merged to form the General Committee.

考拉议会下设六个委员会，分别为水利委员会（Water Committee）、道路与设施委员会（Road and Plant Committee）、环境规划委员会（Environmental Planning Committee）、管理委员会（Management Committee）、休闲社区设施委员会（Recreation Community Facilities Committee）及经济发展委员会（Economic Development Committee）。各委员会每月单独召开会议，任何未解决的问题或需进一步审议、更高层级批准的事项均提交至议会会议。2005/2006年度，这一流程得到简化——六个委员会合并为法人委员会（Corporate Committee）与运营委员会（Operations Committee）。2010年，流程再次调整：上述两个委员会合并为总务委员会（General Committee）。
