CPIA building human resources rating (1=low to 6=high)

The CPIA measures the extent to which a country’s policy and institutional framework supports sustainable growth and poverty reduction, and consequently the effective use of development assistance. The outcome of the exercise yields both an overall score and scores for sixteen criteria that compose the CPIA. These criteria include: A. Economic Management (1. Monetary and Exchange Rate Policies; 2. Fiscal Policy; 3. Debt Policy and Management), B. Structural Policies (4. Trade; 5. Financial Sector; 6. Business Regulatory Environment), C. Policies for Social Inclusion/Equity (7. Gender equality; 8. Equity of public resource use; 9. Building human resources; 10. Social protection and labor; 11. Policies and institutions for environmental sustainability), D. Public Sector Management and Institutions (12. Property rights and rule-based governance; 13. Quality of budgetary and financial management; 14. Efficiency of revenue mobilization; 15. Quality of public administration; 16. Transparency, accountability, and corruption in the public sector).

The CPIA building human resources criterion assesses the national policies and public and private sector service delivery that affect access to and quality of health and education-related services. The criterion has two components: (a) health, including population and reproductive health, and nutrition as well as the prevention and treatment of communicable diseases such as HIV/AIDS, tuberculosis, and malaria; and (b) education, training and literacy programs, and early child development (ECD) programs, including both formal and non-formal programs (which may combine education, health, and nutrition interventions) aimed at children aged 0-6.

国家政策与制度评估（CPIA）用于衡量一国政策与制度框架对可持续增长及减贫工作的支撑力度，进而评估发展援助的有效利用程度。本次评估的产出既包含总体得分，也包含构成CPIA的16项细分指标得分。这些指标分为四大类别：
A. 经济治理（1. 货币与汇率政策；2. 财政政策；3. 债务政策与管理）
B. 结构性政策（4. 贸易政策；5. 金融部门政策；6. 商业监管环境）
C. 社会包容与公平政策（7. 性别平等；8. 公共资源使用公平性；9. 人力资源建设；10. 社会保障与劳动保障；11. 环境可持续性相关政策与制度）
D. 公共部门治理与制度建设（12. 产权保护与依法治理；13. 预算与财政管理质量；14. 税收征管效率；15. 公共行政质量；16. 公共部门透明度、问责制与反腐败工作）

CPIA中的人力资源建设指标，用于评估影响卫生与教育相关服务可及性及服务质量的国家政策，以及公共、私营部门的服务供给情况。该指标包含两个组成部分：
(a) 卫生领域：涵盖人口与生殖健康、营养保障，以及艾滋病（HIV/AIDS）、结核病、疟疾等传染病的预防与治疗工作；
(b) 教育领域：包括教育、培训与扫盲项目，以及针对0-6岁儿童的早期儿童发展（ECD）项目——此类项目涵盖正规与非正规教育形式，且可整合教育、卫生与营养干预措施。
