Urban Living Lab Legal Enablement (ULE) Scoring Dataset v1.0: Netherlands and Turkiye

This dataset contains the institutional scoring data generated by applying the Urban Living Lab Legal Enablement (ULE) framework to two comparative governance cases: the Netherlands and Turkiye. The ULE framework diagnoses five sequential enabling conditions (E1 Statutory Enactment, E2 Governance Empowerment, E3 Financial Endowment, E4 Evidentiary Mandate, E5 Epistemic Translation Protocol) required for ecology-oriented urban living lab (EcoULL) governance to achieve durable institutionalisation within statutory planning systems. Each condition is scored on a three-point ordinal scale (● present = 2, ◐ partial = 1, ○ absent = 0); maximum score: 10. Netherlands scores 6/10 (institutionalisation failure); Turkiye scores 2/10 (formation failure). The dataset includes 10 scored observations (5 conditions × 2 countries), full evidence summaries, and primary source citations for each score. The coding protocol (decision rules for each score level) is included as a separate sheet. All scores are traceable to publicly accessible statutory documents, planning instruments, or project evaluation reports.
