EUROBORD

The EUROBORD dataset quantifies the level of closure (or openness/permeability) and the degree of supranational authority over the internal and external boundaries of the European Union (EU) annually from 1980 to 2024. Starting from a Rokkanian conceptualization of polity formation as boundary formation, it measures European integration as a combination of boundary closure and boundary control across 48 functional boundaries at the dyadic state level, distinguishing between internal (between EU member states) and external borders (between a member state and a non-member state). It includes 62 countries (including the 27 members) and maps the EU’s boundary configuration by primarily using EU treaties and secondary law. By capturing both internal and external boundaries, and combining legislative, executive, and judicial dimensions of control, EUROBORD produces the most comprehensive and fine-grained measure of European institutional integration to date.
