Abstract: Innovation refers to the phenomenon of creation, introduction of novelties, and recombinations. It is linked to radical changes or incremental reformulations of something already existing. The term has gained significant space in economics studies, but as time has progressed it has inevitably reached the field of law. In this context, this research focuses on delineating an adequate notion of innovation for the Brazilian Public Administration, elaborating its own experimental flow and addressing the perspectives of innovation for public management. It seeks, primarily, to present innovation, experimentalism and its challenges for an innovative management model. Methodologically, the research has a deductive approach, based on bibliographic and documental research techniques. The conclusion is that innovation, for the Public Administration, means creating or recombining services and goods with the aim of conforming to the public interest, observing an adequate experimental flow. The consolidation of an innovative administration also depends on the change of culture in the management and in the control bodies. Finally, there must be investment in research, science and technology, and digital literacy for the collaborative model of management that is demanded by innovation.
摘要:创新(Innovation)指创造、引入新颖事物并实施重组的现象,其关联于对既有事物的根本性变革或渐进式重构。该术语在经济学研究领域占据了重要地位,但随着时代发展,其不可避免地延伸至法学研究范畴。在此背景下,本研究聚焦于为巴西公共行政部门(Brazilian Public Administration)界定恰当的创新内涵,构建专属实验流程,并探讨公共管理领域的创新发展视角。本研究首要目标是阐释创新、实验主义(Experimentalism)及其对创新型管理模式带来的诸多挑战。在方法论层面,本研究采用演绎研究路径,以文献研究与档案研究方法为基础。研究结论表明,公共行政语境下的创新,意指旨在契合公共利益而创造或重组服务与产品,且需遵循规范的实验流程。创新型行政体系的巩固,同样有赖于管理机构与监管部门内部的文化变革。最后,为适配创新所要求的协同型管理模式,需在研究、科学技术与数字素养领域投入资源。
