应急管理部发布近十年8月份重特大事故分析 提醒抓好夏季高温季节安全生产工作 每年的8月份是重特大事故发生相对集中的月份。近日，应急管理部对近十年8月份重特大事故进行统计分析，指出夏季高温、高湿、多雨、台风、洪涝等给安全生产带来了较为明显的影响，增加了交通运输、危险化学品、矿山、民爆、尾矿库、建筑等行业领域火灾、爆炸、淹井、溃坝、坍塌等风险，提醒抓好夏季高温季节安全生产工作。 2009年至2018年，全国发生在8月份的重特大事故共54起、死亡1110人，占近十年重特大事故起数、死亡人数的11.0%、13.6%；分别比全年月平均值高出2.7和5.3个百分点，位列12个月份中的第二位、第一位。 其中，特别重大事故在近十年的8月份发生最为集中，共发生8起、死亡480人，占近十年特别重大事故起数、死亡人数的20.0%、24.8%；分别比全年月平均值高出11.7和16.5个百分点，在12个月份中均位列第一位。 图1　近十年各月重特大事故起数情况 图2　近十年各月重特大事故死亡人数情况 从地区来看，全国32个省级统计单位中，有26个单位在近十年的8月份发生了重特大事故，其中，吉林、黑龙江、安徽、山东、河南、广东、四川、贵州发生了3起以上重特大事故。 从行业领域来看，近十年8月份道路运输、煤矿重特大事故起数最多，分别为24起、12起，分别占近十年8月份重特大事故起数的44.4%、22.2%；金属非金属矿山、工贸行业、消防火灾均发生了3起以上重特大事故。2015年8月份发生了一起死亡百人以上的危险化学品特别重大事故（2015年天津港瑞海公司危险品仓库“8•12”特别重大火灾爆炸事故）。 附：近十年8月份发生的特别重大事故 近十年8月份发生的特别重大事故 1.2010年8月16日，黑龙江伊春市华利实业有限公司振兴烟花厂特别重大爆炸事故。 2.2010年8月24日，河南航空有限公司黑龙江伊春市特别重大飞机坠毁事故。 3.2012年8月26日，陕西延安市特别重大道路运输事故。 4.2012年8月29日，四川攀枝花市肖家湾煤矿特别重大瓦斯爆炸事故。 5.2014年8月2日，江苏昆山市中荣金属制品有限公司特别重大爆炸事故。 6.2014年8月9日，西藏拉萨市特别重大道路运输事故。 7.2015年8月12日，天津滨海新区天津瑞海国际物流有限公司危险品仓库特别重大火灾爆炸事故。 8.2017年8月10日，陕西安康市特别重大道路运输事故。

Analysis of Major and Particularly Severe Accidents in August Over the Past Decade Released by the Ministry of Emergency Management, Reminding to Strengthen Work Safety in High-Temperature Summer Season

August is a month with relatively concentrated occurrences of major and particularly severe safety accidents. Recently, the Ministry of Emergency Management conducted a statistical analysis on major and particularly severe accidents that occurred in August over the past decade, noting that high temperatures, high humidity, heavy rainfall, typhoons and floods in summer have exerted notable impacts on work safety, elevating risks of fires, explosions, well flooding, dam breaches, collapses and other accidents in sectors including transportation, hazardous chemicals, mines, industrial and civil explosives, tailings ponds, construction and other related fields. The Ministry reminded relevant parties to strengthen work safety management during the high-temperature summer season.

From 2009 to 2018, a total of 54 major and particularly severe accidents occurred in August across China, resulting in 1,110 fatalities, accounting for 11.0% and 13.6% of the total number of such accidents and fatalities over the past decade, respectively. These figures are 2.7 and 5.3 percentage points higher than the monthly average for the entire year, ranking second and first among the 12 months of the year respectively.

Particularly severe accidents were the most concentrated in August over the past decade: a total of 8 such accidents occurred, causing 480 fatalities, accounting for 20.0% and 24.8% of the total number of particularly severe accidents and fatalities over the past decade respectively. These figures are 11.7 and 16.5 percentage points higher than the monthly average for the entire year, ranking first among the 12 months in both indicators.

By region, among the 32 provincial-level statistical units across China, 26 units reported major and particularly severe accidents in August over the past decade. Among them, Jilin, Heilongjiang, Anhui, Shandong, Henan, Guangdong, Sichuan and Guizhou each recorded 3 or more such accidents.

By sector, road transportation and coal mines saw the highest number of major and particularly severe accidents in August over the past decade, with 24 and 12 cases respectively, accounting for 44.4% and 22.2% of the total number of such accidents in August over the past decade. Metal and non-metal mines, industrial and trade sectors, and fire accidents each had 3 or more such accidents. A particularly severe hazardous chemicals accident with over 100 fatalities occurred in August 2015 (the "8·12" Particularly Severe Fire and Explosion Accident at the Hazardous Goods Warehouse of Ruihai Company in Tianjin Port, 2015).
