Special Construction Criteria Areas (SCCAs) in the St. Johns River Water Management District. Lineage statement: Developed from shapefiles provided by former staff, which had previously been located in Well Construction Special Construction Criteria Areas (SCCAs). The shapefiles were consolidated into an Enterprise Geodatabase (EGDB) layer and subsequently re-published to internal users on April 18, 2012. In the layer, the field FAC_Section lists the Florida Administrative Code section applicable to each SCCA. Limitations of use: Delineated areas are mapped and adopted by rule under Chapter 62-524, G.A.C. *Note: This GIS layer does not represent all known sources of groundwater contamination for the state of Florida. Supplemental information: (1) The Fairbanks SCCA is located within sections 1, 2, 10, 11, 12, 13, 14, 15, Township 9 South, Range 20 East, and sections 6, 7, Township 9 South, Range 21 East, Alachua County. The special criteria for this SCCA are specified in subsection 40C-3.503(1), F.A.C. Within the Fairbanks SCCA, two zones, Zone A and Zone B, are identified. In addition to the standards contained in Chapters 40C-3 and 62-524, F.A.C., wells located in the Fairbanks SCCA shall meet the following additional criteria: (a) In Zone A, wells shall not be constructed into the surficial or intermediate aquifer systems. This prohibition of wells does not apply to monitor wells, recovery wells, or piezometers used for assessment or cleanup of contaminated sites. (b) In Zone A, Floridan aquifer system wells shall be constructed in the following manner: 1. A minimum 12-inch exterior casing shall be installed and fully grouted no less than five feet into the upper confining unit of the intermediate aquifer system. 2. A minimum 8-inch interior casing within the 12-inch casing shall be installed and fully grouted no less than five feet into the lower confining unit of the intermediate aquifer system. 3. A maximum 4-inch permanent water-bearing casing within the 8-inch casing shall be installed into the Floridan aquifer system to a depth of at least one full casing length below the formation contact. 4. The casing diameters shall allow a minimum nominal grouting annulus of two inches. 5. New wells shall be logged using caliper and gamma, or video equipment. (c) New wells constructed in Zone A and in Zone B shall meet the water quality sampling requirements of Chapter 62-524, F.A.C. (d) In Zone A and Zone B, unused wells shall be capped and locked or plugged and abandoned. (2) The Pickettville Landfill SCCA is located within sections 38, 39, 45, 53, 54, Township 1 South, Range 26 East, Duval County. The special criteria for this SCCA are specified in subsection 40C-3.503(2), F.A.C. In addition to the standards contained in Chapters 40C-3 and 62-524, F.A.C., wells located in the Pickettville Landfill SCCA shall meet the following additional criteria: (a) Intermediate aquifer system wells shall be constructed in the following manner: 1. Wells shall be constructed to a depth of no less than five feet into the intermediate aquifer system. This criteria does not apply to monitor wells, recovery wells or piezometers used for assessment or clean up of contamination sites. 2. the producing zone shall be screened unless the entire producing zone is consolidated (b) Floridan aquifer system wells shall be constructed in the following manner: 1. Casing shall extend from the upper well terminus to a depth of no less than 510 feet. 2. A minimum 6-inch exterior casing shall be installed and grouted to no less than five feet into the top of the confining unit immediately below the shallow rock zone of the surficial aquifer system. 3. A maximum 2-inch interior casing within the 6-inch casing shall be installed and grouted to the producing zone. (c) Casing diameters shall allow for a minimum nominal grouting annulus of two inches. Telescoped wells constructed pursuant to subsection 40C-3.512(5), F.A.C., shall have a minimum 50 feet length of fully grouted internal casing below the telescoped joint in addition to the overlap created by the telescope. (3) The Lofton Creek Landfill SCCA is located within sections 1, 12, 37, 38, Township 2 North, Range 27 East, Nassau County. The special criteria for this SCCA are specified in subsection 40C-3.503(3), F.A.C. In addition to the standards contained in Chapters 40C-3 and 62-524, F.A.C., wells located in the Lofton Creek Landfill SCCA shall meet the following additional criteria: (a) Wells shall only be constructed into the Floridan aquifer system and constructed in the following manner: 1. No less than 120 feet of fully grouted surface casing shall extend from ground surface; 2. Casing shall extend from the upper well terminus to a depth of no less than 5 feet into the Floridan aquifer system (approximately 455 feet depth). 3. Telescoped wells shall be constructed with no less than 20 feet of overlap inside the bottom of the upper casing, using no less than two spacing centralizers; and i. The telescoped casing shall be fully grouted from bottom to top. ii. 3x2, 4x3, and 4x2.5 telescoped wells are not authorized. Existing wells that have less than 120 feet of casing shall be repaired or abandoned to meet the requirements of Chapter 40C-3, F.A.C. (4) The Geneva Freshwater Lens SCCA is located within section 36, Township 19 South, Range 31 East; sections 31 through 36, Township 19 South, Range 32 East; section 1, Township 20 South, Range 31 East; sections 1 through 35, Township 20 South, Range 32 East; section 30, Township 20 South, Range 33 East; sections 2 through 5 and 8 through 12, Township 21 South, Range 32 East, Seminole County. The special criteria for this SCCA are specified in subsection 40C-3.503(4), F.A.C. Within the Geneva Freshwater Lens SCCA, four zones, Zone A1, A2, B, and S, are identified. In addition to the standards contained in Chapter 40C-3, F.A.C., wells located in the Geneva Freshwater Lens SCCA shall meet the following additional criteria: (a) New wells shall have the following depth limitations: 1. Within Zone A1, wells shall not exceed 240 feet in total depth; 2. Within Zone A2, wells shall not exceed 200 feet in total depth; 3. Within Zone B, wells shall not exceed 150 feet in total depth and open hole is limited to 40 feet; or wells may be constructed into the surficial aquifer system; 4. Within Zone S, wells shall only be constructed into the surficial aquifer system. (5) The Sebastian Freshwater Lens SCCA includes those portions of Brevard and Indian River counties within Townships 29, 30, and 31 South, Ranges 38 and 39 East. The special criteria for this SCCA are specified in subsection 40C-3.503(5), F.A.C. In addition to the standards contained in Chapter 40C-3, F.A.C., wells with casing diameters of six inches or greater constructed in the Sebastian Freshwater Lens SCCA shall meet the following additional criteria: (a) Casing shall extend from the upper well terminus to the dolomite layer approximately 450 to 550 feet below mean sea level; and (b) Open boreholes shall not exceed 90 to 135 feet in length. (6) The Brevard-Indian River Middle Hawthorn Marker Bed Area includes those portions of Brevard and Indian River County where the carbonate portion of the Hawthorn Formation will maintain an open borehole below the dolomite marker bed. The special criteria for this SCCA are specified in subsection 40C-3.503(6), F.A.C. In addition to the standards contained in Chapter 40C-3, F.A.C., well casing may extend from the upper well terminus to the dolomite marker bed located at the contact between the clastic and carbonate Hawthorn sediments in the Brevard-Indian River Middle Hawthorn Marker Bed Area provided the well discharge meets subsection 40C-3.512(7), F.A.C., requirements. (7) The Chert Guideline Area includes those portions of Marion and Lake Counties where the well casing may be seated into a shallow chert layer provided no caving formations (clastics) are encountered at a deeper depth. The special criteria for this SCCA are specified in subsection 40C-3.503(7), F.A.C. In addition to the standards contained in Chapter 40C-3, F.A.C., wells with casings seated into chert in the Chert Guideline Area shall meet the following additional criteria: (a) The well casing shall extend from the upper well terminus to a point below the dry season water level of the producing aquifer; or (b) The well casing may extend from the upper well terminus to a point firmly seated in chert overlying a stratum of limestone providing the well discharge meets subsection 40C-3.512(7), F.A.C., requirements. (8) The Lake Highland SCCA is located within sections 23 and 24, Township 22 South, Range 29 East, Orange County. The special criteria for this SCCA are specified in subsection 40C-3.503(8), F.A.C. Within the Lake Highland SCCA, two zones, Zone A and Zone B, are identified and delineated in Appendix R of Chapter 40C-3, F.A.C. In addition to the standards contained in Chapter 40C-3, F.A.C., wells located in the Lake Highland SCCA shall meet the following additional criteria: (a) In Zone A, wells shall not be constructed into the surficial or intermediate aquifer systems. This prohibition of wells does not apply to monitor wells, recovery wells, or piezometers used for assessment or cleanup of contaminated sites. (b) In Zone A, Floridan aquifer system wells shall be constructed in the following manner: 1. No less than 120 feet of surface casing shall extend from ground surface and either installed by rotary method with a nominal 2-inch annulus of neat cement grout, or by driving the casing with a Bentonite slip. 2. The water bearing casing shall extend from the upper well terminus to a depth of no less than 5 feet into the Floridan aquifer system (approximately 195 feet depth). (c) In Zone B, wells shall not be constructed into the surficial or intermediate aquifer systems. This prohibition of wells does not apply to monitor wells, recovery wells, or piezometers used for assessment or cleanup of contaminated sites. (d) Casing diameters shall allow for a minimum nominal grouting annulus of two inches for the entire length of casing or for the bottom 5 feet and top 20 feet if driven.
