PROBLEM TO BE SOLVED: To provide a diaphragm having good characteristics as a diaphragm for a speaker by using a material including a fiber. SOLUTION: A diaphragm manufacturing device 1 comprises: a fibrillation unit that fibrillates a material including a fiber; a mixing unit that mixes a binding material for binding fibers in a fibrillated material fibrillated by the fibrillation unit; a depositing unit that deposits the mixture mixed by the mixing unit to form a diaphragm CP2 and a diaphragm CP3; and a multilayer molding unit 210 that fuses the binding material to form a diaphragm CP1 in which the diaphragm CP2 and diaphragm CP3 are laminated.
