The change in procurement methods from manual to digital should be expected to improve the competence of procurement officers; however, in reality, there are still many problems that indicate the low competence of procurement officials. Although there has been much research on digital procurement, there has not been a detailed explanation of what procurement officials feel and what competencies must be possessed to carry out procurement. For this reason, this qualitative study involving 12 procurement officials was conducted to explore what pain and pleasure procurement officials feel and what competencies they need. All structured and FGD interview data were transcribed and analyzed using a narrative approach. Then, the data is analyzed using inductive thematic analysis through four stages, from understanding the story to constructing a theme according to the research objectives. The novelty is that there are three main themes found in this research: pain, pleasure, and procurement competence. Procurement problems are perceived as changes in procurement rules and complexity, conflicts and violations, operational constraints and challenges. There are three procurement pleasures: job satisfaction and reward, conscientious work, effectiveness, rule compliance, and satisfactory results. It has also been found that procurement competence is divided into two sub-themes: core competency and support competency. Support for competency can be divided into firm and warm attitudes. The limitation of this study is that researchers only used triangulation methodology, but did not use triangulation of sources and researchers; therefore, the data and validity will be enriched if applied.
采购方式从人工向数字化的转型,理应能够提升采购人员的履职能力;然而现实中仍存在诸多问题,反映出采购官员的能力水平仍有待提升。尽管现有研究已对数字化采购开展了较多探讨,但尚未针对采购人员的实际感知与履职所需具备的能力展开详尽阐释。鉴于此,本研究选取12名采购官员开展质性研究,旨在探究采购人员所经历的痛点与愉悦体验,以及其履职所需具备的能力素养。所有结构化访谈与焦点小组讨论(Focus Group Discussion, FGD)的访谈数据均经转录,并先采用叙事分析法开展初步分析;随后,通过四个阶段的归纳式主题分析对数据进行深度处理,从理解叙事内容到结合研究目标构建主题框架。本研究的创新之处在于提炼出三大核心主题:采购痛点、采购愉悦体验与采购履职能力。其中,采购痛点具体体现为采购规则变动与流程复杂性、冲突与违规行为、运营约束与实践挑战;采购愉悦体验则包含工作满意度与薪酬回报、尽职履职、流程高效、合规操作与成果达标。此外,本研究还发现采购履职能力可划分为两大子主题:核心能力与支撑能力,而支撑能力又可细分为坚定严谨的态度与亲和协作的态度。本研究的局限性在于仅采用了三角验证方法论,但未同时开展来源三角验证与研究者三角验证,因此若补充该类研究设计,可进一步丰富数据的信度与效度。
