This research aims to analyze an online self-evaluation tool to help students independently assess their digital and online competencies (DOCs). Applying the R&D method produced two products to achieve this research objective: a DOCs instrument and a DOCs application. The reliability and validity test results for the DOCs instrument indicate that its quality (Cronbach’s Alpha Based on Standardized Items = 0.937, df = 28) promotes a high level of reliability for measuring student DOCs. In addition, the quality of the DOCs application, based on its user-friendly and usability (UX) instrument, was determined using the UX-DOCs instrument. The results suggest that students are comfortable using the DOCs application (Cronbach's alpha value = 0.982, N = 21). Hence, the research concludes that this DOCs application can help students independently self-evaluate their digital and online competencies. Overall, this study demonstrates that the research has produced a DOCs instrument with a high level of validity, as evidenced by the statistical analysis results. Furthermore, the most important result is that this research has succeeded in redesigning the Likert scale processing method for use in DOCs applications with a high level of statistical reliability. The DOCs survey design process was carried out using a mathematical algorithm in the first phase of 2020 research. In addition, this research has successfully built a DOCs application. This app accommodates users’ self-evaluation of their digital and online competencies. The application is also designed to maintain the sustainability of the self-evaluation process for students. Given the statistical analysis results related to the usability and user-friendliness of the application, it is evident that the DOCs application has an excellent level of user-friendliness and usability. Therefore, this study recommends that further research be conducted on a broader range of respondents to get a more thorough level of trust from potential users when using the DOCs application.
