VPRS 7357 Commercial Goods Vehicle Licence Files [Sample only Retained]

This series is a sample of various commercial goods vehicle licence files created by the Transport Regulation Board (TRB) VA 2738 during the period by 1960 to 1983.The Transport Regulation Board was responsible for the regulation, control and co-ordination of road transport. Part of their responsibility was licensing of all commercial goods vehicles. Owners and operators of commercial vehicles were entitled on application and payment of the appropriate fee to a licence which enabled them to carry general goods within a 25 mile radius of the G.P.O.. Operators who wished to carry goods under different conditions could apply to the Board for special discretionary licences which as the name implies could be granted or refused by the Board. Notice of application was made in the Government Gazette and the Board received objections to the granting of the licences. The policy tended to protect the interest of the Victorian Railways and led to the rejection of applications which may have resulted in commercial competition for the railways.The P1 consignment of this series consists of a sample of various commercial goods vehicle licence files. The sample was selected randomly to provide evidence of the commercial goods vehicle licensing function of the TRB. The remaining commercial goods vehicle licence files were authorised for destruction in 1984.The sample consists of files for the following categories of licences:E.A. (for the carriage of goods within 40km radius of the Melbourne GPO)E.M. (for the carriage of goods (other than restricted goods which may be specified in the Government Gazette from time to time) within an 80km radius of the Melbourne GPO. The applicant is required to satisfy the Board that he is of good character and has financial stability.)E.I. (issued to the owner of an approved decentralised secondary industry to carry goods and material to, and manufactured articles from, the place at which the industry is carried on.)D.A. (Discretionary licences granted with additional conditions.)D.T. (Licence to cart timber.)Some carry the prefix T.T.D.. These were temporary files.The sample was selected randomly to provide evidence of this function of the T.R.B.. Each file deals only with one applicant as company. The remaining commercial goods vehicle licence files were destroyed in May 1984. The D.A. files contain some or all of the following:application forms for D or Discretionary Licences, copies of outward and inward correspondence, Victorian Railways notice of objection to the granting of the licence following Gazettal of the application, additional conditions document nature of application decisions of Board, or approval of Minister, copies of licences for commercial goods vehicles, notification of approval of application for a discretionary licence, Goods and Road Charges Vehicle Record Cancellation, notice demanding payment of the annual fee, Regional Officers Report and Renewal of D Licence, Refund application and applied movement fee, Goods Vehicle Cancellation and T.R.B. Hearing Record. The licences were usually issued for a 4 year term but fees were payable annually.The D.T. files contain similar documentation. These files dealt specifically with the timber industry and applications to cart timber. Some carry the prefix T.T.D.. D.T.文件包含类似文档，专门涉及木材行业及木材运输申请。部分文件带有T.T.D.前缀，为临时文件。

E.A.、E.M.及E.I.文件包含类似范围的申请、函件、许可证副本、退款申请等。
