The purpose of this study is to identify and monetize the benefits associated with a subset of key NOAA products and services that are dependent on the NOAA Fleet, and assess the cost-effectiveness of using charter vessels as a substitute for NOAA’s ships for some data collection efforts. The project team developed estimates of the societal benefits for five of the 638 products and services supported by the NOAA Fleet, finding that the value added by the NOAA Fleet to these five products alone significantly exceeds annual operating costs. 2018 OMAO (Office of Marine and Aviation Operations) Submitted Public Domain 1871
