Dataset: Cool Cities Heat Risk Index (HRI) – Middelburg, The NetherlandsDescriptionThis dataset provides the Cool Cities Heat Risk Index (HRI) for the municipality of Middelburg, The Netherlands. The HRI combines hazard, exposure, and vulnerability indicators to highlight areas where extreme heat may have the greatest impacts. It is designed as a practical screening tool to inform urban climate adaptation planning and investment decisions. The Middelburg HRI is calculated at 100 by 100 meter grid resolution using open and nationally consistent datasets. HRI values range from 0 to 1 and express relative heat risk within the city.InputsHazard: Percentage of grid cell area exposed to high PET based heat stress conditions.Exposure: Number of residents, elderly residents (65 plus), children (0 to 15), women, and dwellings.Sensitivity: Single person households, residents receiving unemployment, social or disability benefits, social housing dwellings, and residents with a migration background.Adaptive capacity: Percentage of owner occupied dwellings and average property value. All indicators are capped and normalized using city specific thresholds.MethodsHazard, exposure, and vulnerability are combined multiplicatively. Vulnerability is calculated using a weighted formulation that emphasizes sensitivity over adaptive capacity. Missing values are handled to avoid bias. The final HRI is normalized and transformed using a fourth root to improve interpretability.Intended useThis dataset supports identification of priority areas for heat adaptation in a medium sized Dutch city context, enabling comparison within Middelburg and alignment with national and regional climate adaptation strategies.LimitationsThe HRI reflects relative spatial patterns and is not a measure of absolute risk. It does not account for transient populations, indoor conditions, or temporal dynamics of heat events.
