The Local Government Act, 1919 required that, if subdivision of land was desired, an application accompanied by plans and specifications was to be submitted to Council for approval. The Town Clerk certified the subdivision if satisfied that all requirements (other than the registration of plans) had been met. Following certification, a plan of the subdivision including a statement regarding the title to the land and the Town Clerk’s certificate was registered by the Registrar General. (1) Subdivisions applied normally to sections of 20 acres or more although smaller subdivisions could be sought in some circumstances to regularise a building encroaching upon adjacent land. (2) When determining whether to certify an application, the Town Clerk considered the shape and size of the land parcels, the road frontage to each section, the location and access to present and future services; means of access to each land parcel, whether the district was currently or potentially residential; number of houses to the acre allowed; planned park and recreation areas, and drainage. (3) This series records the subdivisions authorised by Burwood Council. Information recorded include plan number, date lodged, by whom lodged, name of owner, street, description of land, date and minute number of the Council’s approval, clerk’s certificate number, date sent to the valuer general, fees and remarks. The plan number is the number assigned by Council on approval. These are simple numbers until 1946. In 1947 an annual single number system was developed.
