This series consists of Inspector's Report Papers prepared during visits by the School Inspector to Warracknabeal Primary School (School No. 1334) (VA 4635). These reports document inspections of school buildings and grounds, student activities, and teaching observed at the time. It can also include records created by the Head Teacher intended for the School Inspector to inform them about the school upon their visit.  School Inspectors reported on teacher, student, and school performance and the implementation of Department policies at Victorian government schools from 1852 until 1984. Outside of their advisory and assessment duties, District Inspectors oversaw fielding, investigating and responding to complaints and concerns regarding teachers.  Inspectors, collectively known as the Inspectorate, were first appointed following a report from the Select Committee on Education in 1852, and from 1853 were directly accountable to the National Board of Commissioners. From 1862, they were appointed by the Board of Education (VA 713), and from then until 1904 were accountable to the Board and its successors. Reports were made by the Inspector in Inspector’s Registers from approximately 1862 until the late 19th century, when they were replaced by Inspector’s Report Books until end of the Inspectorial System in 1984 after which greater accountability was given to school councils and principals.   Inspector’s Report Papers are complementary to the Registers and Report Books and can include various documents related to school operations and performance:  Enrolment Reports detail net attendance, new pupils, qualifications, bus services, classes with fewer than ten students, and projected enrolments for the next three years. The Report of the Board of Inspectors of Secondary Schools covers attendance, accommodation, grounds, buildings, equipment, subjects, teaching, extracurricular activities, furniture inventories, and general comments. Renamed the Report of Inspectors of the Victorian Universities and Schools Examination Board by 1965, the report added individual and class-level exam results. Headmaster’s Report to Inspectors at their Annual Visit complements the Inspector’s Report by providing overlapping school details and financial accounts. By 1970, this report was later renamed the Principal’s Report to Inspectors at the Inspector’s triennial visit. Information about Teaching Staff was intended to be kept in the Inspector’s Report Book for use by the District Inspector, including details about teachers (name, classification, tenure, and number of students taught), student grades, ages, enrolment duration, school efficiency marks, and higher education progression. In the new decentralised model after 1984, regional directors were to oversee the new accountability measures administered by the schools, and the principal assumed greater authority for decision-making in all aspects of school operations and in this sense, assumed many of the duties of former inspectors. Many of these decisions can be found recorded in the school’s annual report, or the minutes of the meetings of the school council.
