The 2024 Southeast Asia Energy Outlook is the sixth edition of the special report of the World Energy Outlook, which reflects the vitality of the region and the importance of the partnership between the International Energy Agency (IEA) and the ten member states of the Association of Southeast Asian Nations (ASEAN) — Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic (Lao PDR), Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. In October 2024, during Singapore International Energy Week (coinciding with the release of this report), the IEA Regional Cooperation Center will be established in Singapore, further strengthening the relationship between the IEA and the region. This will be the first office set up by the IEA outside its Paris headquarters. The first chapter of this report starts with a discussion of the background. The second chapter presents the IEA's scenario projections for all fuels and technologies across Southeast Asia through 2050, based on the scenarios outlined in the IEA World Energy Outlook, and assesses its wide-ranging impacts on energy security, affordability and emissions. The third chapter conducts an in-depth analysis of three critical areas. It explores the implications of the outcomes of the 28th Conference of the Parties (COP28) held in Dubai in 2023 for Southeast Asia, particularly regarding the global targets of doubling renewable power generation capacity by 2030, doubling the pace of energy efficiency improvements, and substantially reducing methane emissions. The report also examines several emerging issues in the clean energy transition related to power security and clean energy supply chains, and finally discusses how to scale up investment and financing in line with the region's energy and climate objectives.
