Abstract The Theory of Integrated Cosmic Meaning – Evolution++ (TICM-E++) introduces a new structural framework for analyzing systems in which formal models encounter intrinsic limits: instability under optimization, loss of global coherence, observer dependence, and the impossibility of full algorithmic closure. Rather than treating these limits as practical deficiencies or external assumptions, TICM-E++ formalizes them as fundamental characteristics of open, incomplete, and observer-conditioned processes. The theory defines equilibrium (the 0-invariant) as a constant of process rather than a terminal state, introduces TriSplit as an internally necessary condition of manifestation, and places pre-formal constraints (η-layer / IRL) prior to informational order. Observation and reduction are treated as structural constraints rather than generative mechanisms, while the Non-Perspective is introduced as an epistemological regime for working with systems that cannot be closed, completed, or exhaustively formalized. TICM-E++ is intended to be read initially as a structural proposal rather than a finalized explanatory system. Its validation proceeds through internal consistency, compatibility with established scientific knowledge, and the productive tensions it introduces across artificial intelligence, mathematics, physics of open systems, astrophysics, quantum dynamics, and philosophy. The theory allows investigation but does not permit extraction into an autonomous generative mechanism, preserving its stability by design.
