该数据资源为各地残联、民政部门、卫健部门及视力康复服务机构在履行重度视力残疾人权益保障、康复救助及精准服务等公共服务与行政管理职权过程中产生，包含重度视力残疾人基本身份信息、视力残疾类别与等级认定记录、视力损伤成因及进展情况、低视力辅助器具适配需求及使用记录、定向行走训练服务档案、盲用信息设备使用培训情况、生活自理能力评估结果、相关补贴申领及享受状态等具体信息，可用于精准匹配盲杖、助视器等辅助器具资源、制定个性化视力康复训练方案、推进居家无障碍改造与信息无障碍服务、落实重度视力残疾人生活与护理补贴政策、衔接盲用技能培训与就业帮扶项目，为提升重度视力残疾人生活自理能力与社会参与度提供数据支撑。

This dataset is generated by local disabled persons' federations (DPFs), civil affairs departments, health commissions, and visual rehabilitation service institutions during the performance of their public service and administrative management functions related to protecting the rights and interests of people with severe visual impairments (SVI), conducting rehabilitation assistance, and providing targeted services. It includes detailed information such as basic personal identity information of people with SVI, records of classification and grading assessment for visual disabilities, causes and progression of visual impairment, records of assistive low-vision device adaptation needs and usage, files of orientation and mobility (O&M) training services, training records for visually impaired information equipment use, results of activities of daily living (ADL) self-care ability assessments, and records of subsidy application and receipt status. This dataset can be used to precisely match assistive device resources such as white canes and low-vision aids, develop personalized visual rehabilitation training plans, promote home accessibility renovation and information accessibility services, implement the policies on living and nursing subsidies for people with SVI, connect visually impaired skill training and employment assistance projects, and provide data support for improving the self-care ability and social participation of people with severe visual impairments.
