A Model of Continuous Professional Development For Teachers Through Competency-Based Training Management To Improve The Quality of Education In Pematangsiantar City Junior High Schools

This research is development research with a model of ADDIE. The subjects of the study population are the entire junior high school teachers in Pematangsiantar City, and the subjects of the study sample are the junior high school teachers in Pematangsiantar City who are proposing promotion starting in April 2022 and booster teachers, which is about 80 people. The technique of data collection is done by observation, interview, documentation, questionnaire, and test. Before the instruments are used, the teachers must be validated by experts to determine the feasibility of their use. The tests were done twice, which limited testing to extensive trials. The study's findings, namely: (1) A model for the continuous professional development of teachers through the management of competency-based training, improving the quality of education for junior high schools in Pematangsiantar City, have the advantage of measuring continuous professional development of teachers and incorporating elements such as the department of education, the superintendent of schools, principals, teachers, and universities, to be able to motivates teachers to be lifelong learners and minimal error rates. The results of the feasibility test obtained the values of 98% (matter experts), 95% (expert media) and 95% (users) with the category of very decent. The value of the N-Gain Score obtained a value of g 0,79 > 0,7 (trial limited) and g 0,82 > 0,7 (test area). The results of the Wilcoxon test obtained the value of Asymp.Sig. (2-tailed) value of 0,000<0,05 (trial limited and extensive trials), the resulting product 93,33% (trial limited) and 84% (test area) with the effective category; (2) The effectiveness of management training, obtaining an average value of 94% with a very good category, the assessment of the training program, obtaining an average value of 92% with a very good category, and the effectiveness of the model, obtaining a value of 90% with a very good category, means that the continuous professional development of teachers through the management of competency-based training is effective in improving the quality of education for junior high schools in Pematangsiantar City. <br> The continuous professional development of teachers has been carried out in the stages of Analysis, Design, Development, Implementation, and Evaluation. The results of the Teacher Needs Analysis conducted those teachers need classroom action research training. At the design and development stage, competency-based training management development is carried out. At the implementation stage, teachers of Junior High schools in Pematangsiantar city conduct classroom action research in their schools to overcome problems that occur in the classroom to improve the quality of learning in the classroom. Classroom action research has been carried out optimally with evidence of being able to make a decent Class Research Action report to meet the credit numbers needed to propose a promotion despite the obstacles and challenges when implementing continuous professional development of teachers, especially in terms of time and funds. <br> <br>
本研究为采用ADDIE模型(ADDIE)开展的开发性研究。研究总体为佩马坦锡安塔尔市全体初中教师,研究样本为2022年4月起申请职称晋升的佩马坦锡安塔尔市初中教师以及骨干教师,共计约80人。本研究的数据收集方法包括观察法、访谈法、文档研究法、问卷调查法与测试法。在研究工具正式使用前,需经由专家对其进行效度验证,以确认工具的使用可行性。测试共开展两轮,试测分为有限试测与大规模试测两个阶段。
本研究的结果如下:(1)构建了基于胜任力培训管理的教师持续专业发展(Continuous Professional Development)模型,该模型可提升佩马坦锡安塔尔市初中教育质量,其优势在于可量化教师持续专业发展情况,纳入教育部门、学校督学、校长、教师与高校等多方参与主体,能够激励教师成为终身学习者,同时降低误差率。可行性测试结果显示:学科专家评分98%、媒体专家评分95%、使用者评分95%,评级均为"十分合格"。N增益得分(N-Gain Score)结果为:有限试测组g=0.79>0.7,测试区域组g=0.82>0.7。Wilcoxon检验结果显示,渐近显著性(双侧)值为0.000<0.05,覆盖有限试测与大规模试测场景;最终产品得分分别为有限试测组93.33%、测试区域组84%,评级均为"有效"。(2)培训管理有效性平均得分为94%,评级为"优秀";培训项目评分平均得分为92%,评级为"优秀";模型有效性得分为90%,评级为"优秀",表明基于胜任力培训管理的教师持续专业发展模型,可有效提升佩马坦锡安塔尔市初中教育质量。
教师持续专业发展遵循分析(Analysis)、设计(Design)、开发(Development)、实施(Implementation)与评价(Evaluation)五个阶段开展。教师需求分析结果显示,教师亟需课堂行动研究(Classroom Action Research)培训。在设计与开发阶段,完成了基于胜任力的培训管理体系开发。在实施阶段,佩马坦锡安塔尔市初中教师在本校开展课堂行动研究,以解决课堂中存在的实际问题,提升课堂教学质量。本次课堂行动研究开展效果良好,教师均能提交合格的课堂行动研究报告,以满足职称晋升所需的学分要求;尽管在推进教师持续专业发展的过程中,存在时间与经费等方面的障碍与挑战。
