European integration imperatives of transformation of funding for sustainable development of rural territorial communities

The monograph addresses a complex scientific problem – substantiation of conceptual foundations, development of theoretical and methodological principles, and formulation of practical recommendations for transforming the funding of sustainable development in rural territorial communities, considering European integration imperatives. The relevance of this issue stems from the need to align community funding systems with EU standards, address social and environmental challenges, strengthen local self-government, and advance Ukraine’s European integration path.
To achieve scientifically and socially significant results, a theoretical and methodological design for studying European integration imperatives in community funding transformation was developed. The conceptual apparatus is clarified, including the definitions of "European integration imperative", "transformation", "funding", and "rural territorial communities". The study applies trend analysis in the Scopus database using the query "sustainable rural development funding", performs cluster and bibliometric mapping by country, and reviews domestic and international scholarship.
Using a decomposition model, the key principles of sustainable community development are substantiated, highlighting the dynamic nature of communities striving for balance across life spheres. The Sustainable Development Goals (SDGs), especially those focused on ecological consumption, infrastructure, healthcare, and education, are presented as priorities for communities. The monograph analyses the evolution of EU–Ukraine cooperation in sustainability, identifying major integration risks.
It is proven that EU joint budgets are tools for promoting growth, cohesion, and sustainability. Case studies of Poland, Romania, and Bulgaria show how decentralisation empowered local governance and improved community resource management. In non-EU states, funding supports infrastructure, economic recovery, vulnerable group integration, and innovation, primarily through grants and concessional loans.
The importance of financial inclusion is emphasised. Based on community surveys, the accessibility of financial services is assessed. Correlation and regression analyses determine factors influencing inclusion. A recovery framework for financial service accessibility is proposed, aligned with EU standards, aimed at restoring stability, service delivery, and SDG achievement.
The study also outlines stakeholder interaction tools and an algorithm for participatory financial management in communities. Key elements of the ‘Smart Rural Community’ strategy—innovation, inclusion, and participation—are defined. A conceptual model for transforming rural development funding is presented, with the conclusion that integrating financial inclusion, participatory governance, and EU imperatives provides a robust basis for sustainable development, improving living standards and ensuring economic, social, and environmental resilience.
本专著针对一项复杂的科学问题展开研究——契合欧洲一体化诉求(European integration imperatives),论证农村地域社区(rural territorial communities)可持续发展资金转型的概念基础、构建相关理论与方法论原则,并提出可落地的实践建议。该议题的现实意义在于,需推动社区资金体系与欧盟(EU)标准接轨,应对社会与环境领域的挑战,强化地方自治能力,并助力乌克兰的欧洲一体化进程。
为获取兼具科学与社会价值的研究成果,本专著构建了一套用于研究社区资金转型中欧洲一体化诉求的理论与方法论框架。同时厘清了相关概念体系,包括“欧洲一体化诉求”“转型”“资金供给”与“农村地域社区”的定义。本研究依托斯高帕斯(Scopus)数据库,以“sustainable rural development funding”为检索式开展趋势分析,按国家维度完成聚类分析与文献计量图谱绘制,并梳理了国内外相关学术研究成果。
本研究采用分解模型论证了社区可持续发展的核心原则,凸显了社区在生活各领域寻求平衡的动态属性。研究将可持续发展目标(Sustainable Development Goals, SDGs)列为社区发展的优先方向,尤其聚焦生态消费、基础设施、医疗保健与教育领域的相关目标。此外,专著分析了欧盟与乌克兰在可持续发展领域合作的演进历程,识别出主要的一体化风险。
研究证实,欧盟联合预算是推动增长、凝聚共识与实现可持续发展的重要工具。通过波兰、罗马尼亚与保加利亚的案例分析,本专著展示了分权化改革如何赋能地方治理、优化社区资源管理模式。在非欧盟国家中,资金支持主要通过赠款与优惠贷款的形式,用于基础设施建设、经济复苏、弱势群体融合与创新发展。
本研究强调了金融包容的重要性。依托社区调研数据,研究评估了金融服务的可及性水平。通过相关性与回归分析,明确了影响金融包容水平的各类因素。同时,研究提出了一套契合欧盟标准的金融服务可及性恢复框架,旨在恢复金融服务稳定性、保障服务供给并助力可持续发展目标的实现。
此外,本研究还梳理了社区内利益相关方的互动工具与参与式财务管理算法。研究明确了“智慧农村社区(Smart Rural Community)”战略的核心要素——创新、包容与参与,并提出了农村发展资金转型的概念模型。最终得出结论:整合金融包容、参与式治理与欧洲一体化诉求,可为可持续发展提供坚实支撑,助力提升居民生活水平,保障经济、社会与环境层面的韧性。
