Traditional fisheries: reflections on public policies in Fishermen’s Community Z-33 in Porto Jatobá, Pernambuco

Abstract: This paper maps public policies in the Fishermen’s Community in Porto Jatobá, Abreu e Lima, Pernambuco (PE), from 2010 to 2014. The qualitative research concludes that the actions implemented by these policies were created and executed vertically. This has resulted in low effectiveness of the actions of some of these policies. On the other hand, in the actions in which the dialogue with the community was prioritized, there are positive impacts on the daily work of the fishermen.

摘要：本文系统梳理了巴西伯南布哥州（PE）阿布雷乌-利马市波尔图雅托巴渔民社区2010年至2014年的公共政策。定性研究结果表明，此类政策的相关行动均采用自上而下的方式制定与执行，导致部分政策的实施效果欠佳。反之，在优先注重与社区开展对话的政策行动中，则对渔民的日常作业产生了积极影响。
