行使内容生产建设单位应在向社会公开水土保持设施验收材料后、生产建设项目投产使用前，向审批该项目水土保持方案报告书（水影响评价报告书）的水行政主管部门报备水土保持设施验收材料。水利部下放水土保持设施验收权限的生产建设项目，生产建设单位向市水行政主管部门报备。
Production and construction units shall submit the acceptance materials for soil and water conservation facilities for filing to the water administrative department that approves the soil and water conservation plan report (water impact assessment report) of the project, after disclosing the said acceptance materials to the public and before the production and construction project is put into operation and used. For production and construction projects for which the Ministry of Water Resources has delegated the acceptance approval authority for soil and water conservation facilities, the production and construction units shall submit the filing materials to the municipal water administrative department.
